There is no developer tool similar to browser F12 that can view the layout hierarchy; or Vue dev tool

For Desktop — no.
For Android, there are a lot of tools in AndroidStudio.

I'm curious now, could the android studio layout inspector be added to the compose multiplatform plugin and be modified to work on jvm?

It's hard work, and for now it has a lower priority. But we want to have the same tooling for Desktop.
