At the moment, there is no way to do that. We didn't receive any requests for standard vs DST offsets yet. Adding this functionality is possible, but very tricky.

Please file an issue at https://github.com/Kotlin/kotlinx-datetime/issues and describe why you need this.

Only for the JVM implementation. Java itself doesn't support running on Native or JS.
