Does the compose desktop preview in Fleet have a way to zoom in/out?

Yes only for Desktop previews you can! It's definitely not optimal at the moment, but you can change the compose.previews.previewZoomLevel setting in your Fleet settings (ctrl/cmd + shift + ,) (so not project settings! If you don't get auto completion, you're in the wrong settings file :) ).
