I am not sure if this is on the kotlin-toolchain or on the IntelliJ, but I cannot run tests using debug, since the option is not available.

That's for 0.11.x and 0.12.0 (haven't tried 0.12.1 yet).

Intellij displays the "debug" option disabled, please check bellow

Thanks for sharing! @utikeev, is this expected? We should be able to at least debug the JVM platform, even in kmp/lib, right?

Yeah, sadly, we haven't invested into debugging non-JVM executables (both test and apps) to this moment. The KMP scenario is also a bit tricky in that regard as it requires setting up multiple kinds of debugger.
You could watch this issue for the progress: KTC-5577
