Is it illegal to automatically upload a user's contact when changed (add/remove contact) for finding friends? (mentioned the purpose of use in privacy/term to improve application, responsibility for user's data, have previously granted for access to contacts)?
How’s about your opinion on this topic/situation in your country or globally?

IANAL, but I think another main point is about managing user expectations. is this something the user expects?

I have no idea about user expect, but its clearly explaination about get user's contact at the first time ( request contact permisson ) . My Main point is automatically uploading contact when it changed.

in terms of user experience, the two options I see are 1. the user is given a clear prompt at the beginning and opts in to this behavior, with a clear and obvious option in Settings that documents this and lets them opt out, or 2. periodically prompts the user to re-sync their contacts, either monthly or if N number of changes have occurred, e.g. 5 new contacts. personally I'd prefer the latter; automatically uploading my contacts seems sketch to me, even if I did at some point in the past give permission. the prompt also could display what changes are about to be uploaded. in terms of legal advice...likely no one here is qualified to give that, and it's going to vary significantly by state/country/region, so if you're serious about CYA get professional legal advice.
