As a data point, what we did in the Clojurians Slack was make the primary channel (which no one can opt out of) an #admin-announcements channel and disable posts to it (except by owners/admins) and then created an #announcements channel which folks were auto-joined to but could opt-out of. Of the 11,650 members, about 4,500 have stayed in #announcements since we did that.
