I don't know about Rust, just remembered it hadnt the ?: operator
But elixir have bitwise "operators" as macros in a module
and for obvious reasons not the assignment ones
That doesnt mean im against the inclusion of bitwise operators in kotlin

Rust is a low-level language, competing with C++, it having bitwise operators may provide little support for their inclusion in Kotlin
