And do you know if jetbrains actually uses it? I am reporting errors every 30min or so 🙂

I used to pay attention, about 50-70% of my reports eventually were tagged as "fixed in build..." the rest remained red. I've stopped monitoring though, most don't impact work anyway.

I've noticed the rate at which reported issues are tagged as "fixed" has dropped off greatly.
It's possible with the increase in user-base there are just too many to mark as fixed.

Yes, we are fixing all these exceptions, generally in the order of their popularity. However, it's always better to manually create a YouTrack issue http://kotl.in/issue with steps to reproduce. Such reports are far more valuable and actionable.
