Is there a policy around creating channels? I published a Kotlin-related library and was wondering if it’s okay to create a channel here. https://robfletcher.github.io/strikt/

I'd first post in opensource or feed and see if it warrants a separate channel if interest is high enough, otherwise it'll be just another empty channel
