Often times the funding is completely dependent on what development cost will be. If you're sitting in one country and hiring a remote team, it's almost impossible to know what development cost will be, so you rather wait for a number from the developer and then squeeze your VC for that money instead of putting a number down that's too low and not getting any response.

+1 to Jan. Budget is mostly open to suggestion and hearing, you are sometimes more worried about a PERFECT match rather than budget.

But when someone knows the range, they are more likely to request the highest number from the get-go which is what some companies don’t want.
