It's in Compose runtime, you can directly send a PR from GitHub.

Look for the androidx/androidx repo. Fork it. Search a branch (from your fork, type the name of the change in kebab-case, click create a new branch, press ., that'll open a "Codespace" find the file, edit, commit, send the PR and wait for any bot/human comments on it.
